True, and this makes it a somewhat harder decision, too.
I would choose Clementi for his Sonatas. I'm not familiar with a large amount of Scarlatti's works.

Well Scarlatti did write over 540 sonatas, so knowing them all would be very difficult.

Very hard decition for me, as I havent heard a lot of both and just worked a few of their sonatinas and sonatas for fun, but for my style of playing the piano I feel better playing Clementi than Scarlatti so I think I vote for Clementi

Difficult choise.. but if I really have to choose I would go for Scarlatti.
Scarlatti has written some very nice Sonatas (and some very difficult).
Clementi.. I haven't played many pieces by him yet, but I think his Sonatinas which I played a long while ago are quite nice (op. 36).
But I think I will learn more from Scarlatti than from Clementi.
