I see your point clearly, yet I can't help but say that the variations on 'La Ci Darem La Mano' has earned its place rightly...as musical fluff. Despite the fact that it is indeed the work of a young genius on the path to glory, it does not stand a chance to his later works, which are more refined and visionary. Though I do dispute the idea that it is underrated, it is truly a fun piece to play. And I will agree, "There is always a passage in his music I find impossible to master."
